Dear Sir/Madam,
Re: Cessation of firearm collector's amnesty on 31 March 2007
I am writing to remind you that the current amnesty covering firearms collectors is due to cease on 31 March 2007.
At the end of the Amnesty, the Firearms Act 1996 requires without exception:
That all firearm collectors install an effective alarm system (refer to note below) if more than 15 antique handguns, or in any other case more than 5 firearms, are stored on premises.
That all antique handguns, as defined by the Firearms Act 1996, be registered to an Antique Handgun Collectors Licence - with the exception of pre-1900 manufactured, single shot, black powder, muzzle-loading handguns.
All persons wishing to possess or carry antique handguns for the purpose of collecting, buying or selling such firearms must hold an Antique Handgun Collectors Licence in order to do so.
Please note that the class of effective alarm approved by the Chief Commissioner for the purposes of 3(2) of Schedule 4 of the Firearms Act 1996is "an intruder alarm system, the installation, maintenance and operation of which complies with the Australian standards AS 2201.1-1998 'Intruder Alarm Systems - Part 1:Systems installed in client's premises'. In the event of an intrusion, the alarm should - (a) activate an audible alarm warning device; and (b) activate an external visible alarm warning light. Where the Chief Commissioner is satisfied that extraordinary circumstances exist that make it technically or practically unfeasible for a licence holder to install, maintain or operate the class of effective alarm system approved above, the Chief Commissioner may approve an alternate effective alarm system on a case-by-case basis. Where an alarm system exceeds these minimum requirements (e.g. back-to-base monitoring in addition to the audible alarm and warning light), special approval is not required. Where an alarm system has additional feautres but does not satisfy the minimum requirements, such as back-to-base monitoring instead of a visible warning light, special approval from the Chief Commissioner will still be required. This definition of an "effective alarm" is also to be utilised for the purposes of the remainder of Schedule 4, specifically items 1(2) and 2(2)."
