RE: EXTENSION OF AMNESTIES AFFECTING FIREARM COLLECTORS

This letter is to inform you that the Amnesties affecting firearm collectors, following recent amendments to the Firearms Act 1996, has been extended until 31 December 2005. You are urged to legalise your position during this time if you have not done so already.

Amnesty in respect of the registration of pre-1900 percussion/post percussion handguns
The Amnesty pertains to the registration of all handguns manufactured before 1900 that use percussion, or a means developed after the development of percussion, as a means of ignition. These include handguns initiated by a percussion cap, percussion muzzle loader, percussion cap and ball, pinfire or metallic - irrespective of thye age of those handguns. Pre-percussion handguns such as match lock, flint lock, wheel lock and anything similar do not need to be registered. These are the only handguns that are exempt from the registration requirement.

Amnesty in respect of monitored alarms
The Firearms Act 1996 requires that the premises of all firearm collectors where more than 5 firearms (one of which is a handgun) are stored, be fitted with a monitored alarm of a class approved by the Chief Commissioner. please note that this requirement does not apply to a person who only possesses 15 or less category A or B longarms under a Firearms Collectors Licence and where no other firearms are stored on the premises. (Note: The Chief Commissioner's delegate as approved an intruder alarm system connected to a 24 hour back to base monitoring centre, installed and maintained to Australian Standards (AS2201 Intruder Alarms, part 1: Systems installed in client's premises) to be the class of monitored alarm for the purposes of the Firearms Act 1996).
